I have wood panelling through out the house and its rather plain and boring, is there any specific paints or primers specifically made for painting wood panelling or will just ordinary paint do the trick, I would also like to keep this in budget. Thanks in advance

A good coat of primer will allow you to paint almost anything. You can use a thick roller to help you get paint and primer in to the groves of the paneling, but the thicker rollers tend to leave a not so smooth surface.
I would suggest that you use a thinner roller(3/8) along with a paint brush for the grooves to apply the primer and paint. It is tedious...but well worth it.
