When flushing a toilet, a lot more water is needed then necessary. What you can do is fill a gallon jug, such as a milk jug all the way up with water or sand, whatever you prefer. Remember to put on the cap after it is filled or you might have a problem later on.
Now, remove the lid of the tank and flush the toilet. When it empties out, place the jug in there and let the water fill up. It will still stop at the same water level but now, most of the water space is being taken up by the jug.
Just make sure that the jug doesn't block the water flow through the pipe at the bottom and make sure that if you use sand, the bottle doesn't open up and the sand gets in your pipes.
