vinegar will work too, of course it will smell like vinegar for a while, but
it is a natural neutralizer.

However, one of the active ingredients in the developer cream in hair
coloring is Hydrogen Peroxide.
I'm not sure if H.P. alone is any kind of hazard for bleaching,
though.

I had a friend in college who used hydrogen peroxide to clean her face to
prevent acne. It bleached her eyebrows. Since they were dark they turned a
bright 'Ronald McDonald orange. I have always used hydrogen peroxide to
bleach the hair on my arms. Rub it on, sit in the sun for 10 minutes, dark
blond to white blond. No problem.

Did she and you use peroxide alone? It works best with an alkaline. An
alkaline splits the hair shaft to expose the pigment, and it helps the
peroxide oxidize.
Hair has two kinds of pigments. Eumelanin makes black and dark brown.
Bleach destroys it first. Phaeomelanin makes gold, ginger, and red. A
bright orange comes from partial bleaching.
