can you take the covers off the chair seat and back and replace the
padding?? Or is the smell in the other parts of the chair also??

I don't see any way of removing the upholstered fabric without pretty
much destroying the recliner. There is no cover, per se, and no removable
cushions.

I've reupholstered several pieces of furniture. It's fairly easy with
fabric, a bit more challenging with leather. It's almost like getting
a new piece of furniture. Most foam padding starts to disintegrate in
10-15 years, faster if it gets wet. Or, you can take it to a
professional.

The cost of having it professionally reupholstered would probably be more
than the value of the recliner.
