Give it a good soaking with Nature's Miracle -- available from pet stores.

Nature's miracle sometimes takes as much as 2 weeks to break down the urine.
Have you given it enough time to work?

God probably has particularly strong urine.
I suggest you first try acetic acid or pickling vinegar as a substitute,
then a 20% solution of ammonia. treat Use each one by adding a small amount
in the midddle of the area and tamp well in before using a wet and dry
vacuum to remove any excess and then flush through with water and us the
vacuum again before adding the next solution.
After that you're on to the enzyme removers. Take a look at
www.DrClean.co.uk/Retail_DrClean/OdourTreatments.asp which has a very good
professional solution to this problem at a reasonable price (at least in the
UK).
Hope this helps

OxiClean. You can find it at Costco, Target, probably the grocery store
too... in the laundry aisle. Works great.
