Check Consumer Reports. They rate them periodically, and I believe
they just did another rating a few months ago.
My Hoover is the one they rated tops at the time I bought it, and it
does very well. It uses air filter (Z) bags, which are stronger than
ordinary bags.
I'd never get a bagless vac. I tried one once, and emptying out the
dirt catcher and filter was a nasty mess.

My Oreck just bit the dust. Good riddance. I have heavy duty vacuuming
needs, with 2 shedding dogs and 3 shedding cats, and the Oreck just isn't
up to the job, IME. I borrowed my mom's Hoover Windtunnel - it is
wonderful. Good suction, onboard tools which work beautifully.
Disadvantages are that it is VERY heavy and noisy. I'm not sure of the
cost, but it must be cheaper than that !(*$!()*$)!#*! oreck.
Good luck,

Under $200, eh?
Well, my old Kenmore still worked but its hose split. The replacement
cost of the hose was around $90 (outrageous, I thought).
I also have a very nice, quiet Compact, made by IEC originally but
now an improved one is made by the original designer under
the TriStar name. I switched to that, but noticed that a layer
of dust was collecting quickly on top of a scanner that used to
not collect dust that quickly.
I watch EBay and saw that Sears started auctioning their outlet
stock of vacuum cleaners. I bought one through there, for less
than $200. It has 4 stages of filters (final stage is supposedly
HEPA) and is much quieter than the old Kenmore I had.
Anyway, a TriStar or Compact on EBay can be had for under $200 if
patient and will be a very sturdy and powerful vacuum. You should
probably get the optional HEPA exhaust attachment widget they make
for it if you don't want a new layer of dust on things.
The replacement bags are very reasonable.
You could also get a Kenmore. Just be aware that they have new
micro-filtration bags made from Tyvek that cost about $9 for two,
though I think they're worth it for keeping *all* the dust down.

Yup. Then, to add to the branding confusion,
Panasonic is the American name for Matsushita Electronics.
