Proper ways to complain to noisy neighbors?

My neighbors can get very noisy, turning on their radios very loudly when washing their cars and such. How can I tell them to keep it down while still maintaining our friendship?

Slip laxitives into their dogs food without letting them see. Nothing says "Shut the fuck up" more than a dog crapping all over the place. :)

That sounds like great advice if we were all 10 years old.....

I would talk to them about it in a nice way, maybe slip it in to a conversation one day or something like that.
